As far as the authorities are concerned, the Masai are only allowed to live in the area as nomads who make light use of the land. If the Masai want to make the shift from a nomadic existence to a farming community with full amenities such as a water supply and electricity, then they should, once again, be moved out of the Ngorongoro region.
